The documents for a PBG (syarat PBG) fall into five groups: who you are, your right to the land, the land's tax and zoning status, certified technical drawings, and signed statements. For a house or villa in Bali the list below covers almost every case. A company adds its deed and NIB, a foreigner usually applies through a lease or a PT PMA, and a renovation adds the previous IMB or PBG. Collect these before filing and the review has nothing to send back.
1. Identity and tax
- KTP for an Indonesian owner, or passport for a foreigner
- NPWP (tax number) of the owner or the company
- For a company: the notarial deed of establishment, its amendments and the NIB from OSS
2. Right to the land
- Land certificate: SHM (freehold, Indonesians only) or HGB
- For a foreign applicant: the AJB, a notarised lease, or a Hak Pakai
- A power of attorney if an agent or architect applies for you
If the owner on the certificate has died, or the lessor is not the registered owner, sort that out first. A file with a gap in the land right will not pass.
3. Tax and zoning
- The latest land and building tax notice (SPPT PBB)
- Zoning compliance (KKPR) under the regency spatial plan. Some offices also ask for a city plan statement; Denpasar's list, for example, includes an SKRK from its public works department.
4. Technical drawings
Signed by a certified architect or engineer:
- Site plan
- Floor plans, elevations and sections
- Structural drawings and calculations
- Mechanical, electrical and plumbing (MEP)
- A soil report for multi-storey buildings or sloping sites
- A fire safety plan for guesthouses
5. Statements and environment
- The planner's statement of responsibility
- The owner's statement that the land is not in dispute
- Neighbour consent where you build close to a boundary
- SPPL for small projects, or UKL-UPL or AMDAL depending on size
Renovation, extension or change of use
Add the previous IMB or PBG and drawings of the changes. A change of use, such as a house becoming a rental villa, also needs the NIB of the business.
Documents for the SLF
Once the building is finished:
- The approved PBG
- The construction completion report
- As-built drawings
- Technical audit results and system certificates, such as electrical and fire safety
- The owner's statement of responsibility
Next steps
With the documents ready, the file goes into SIMBG. For budgeting, see PBG and SLF cost. If you are still choosing land, start with land due diligence so the zoning is right before anything is drawn.
