PBG and SLF in Tabanan: zoning, rice land and village plots

Tabanan begins just west of Canggu. Much of its land is rice fields and village plots, and that is exactly why zoning is the first thing to check before any design.

Rice terraces and a land plot in Tabanan, Bali, where zoning is checked before a PBG

A PBG and SLF in Tabanan are handled by Tabanan regency, the next regency west of Badung. Tabanan has its own government, its own land office and its own land and building tax rates, and like every regency it reviews PBG applications filed through SIMBG. For anyone who knows Canggu, the main difference is the land: much of Tabanan is farmland and rice terraces, so the question is less how to build and more whether the plot may be built on at all.

Cost: the retribution follows Tabanan's own rules, and Tabanan waives it for low-income households; the SLF certificate is free by regulation. See PBG and SLF cost.

Zoning comes first

Tabanan's spatial plan decides what each plot may carry. Agricultural land is often held as a green zone, where building is heavily restricted, and some farmland cannot be developed at all. A villa next door is not proof that your plot is buildable. A zoning change is possible in principle but goes through the planning authority, may need environmental documents and public consultation, and can take several months with no guarantee. Price the land as what it is today.

Village plots and access

Many Tabanan plots sit inside villages or between fields. Check:

  • Legal access. A path along a field is not always a right of way.
  • Owner and heirs. Family land often has several heirs who must all consent, now and at any lease extension.
  • Boundaries. A survey to match the plot on the ground with the certificate.

All of this is part of land due diligence.

Building a villa in Tabanan

  1. Zoning, title and access checked.
  2. A lease or land right that covers the building and, if you plan to rent, commercial use.
  3. Certified drawings, a soil report on slopes, then the PBG through SIMBG.
  4. Construction to the approved plans.
  5. The SLF before you move in or take guests.

Rental villas

A Tabanan villa that earns income needs an SLF, renewed every 5 years as a non-residential building, and a licence that depends on it. If you are buying an existing villa here, run villa due diligence to confirm it was approved and built to its drawings.

Next to Canggu

Pererenan and Canggu are in Badung, just over the regency line. If your land is close to the boundary, the certificate decides which office handles it. See PBG and SLF Canggu.

Good to know

Questions people ask

Is Tabanan part of Badung?

No. Tabanan is a separate regency, west of Badung, with its own government, land office, tax rates and regulations. Permits there do not go through Badung.

Can I build a villa on rice land in Tabanan?

Only if Tabanan's spatial plan allows building on that exact plot. Land held as a green zone for agriculture is heavily restricted, and some agricultural land cannot be developed at all.

Can a green zone be changed?

A zoning change goes through the regency planning authority, may need environmental documents and public consultation, and can take several months. It is never guaranteed, so never pay on the promise of one.

Does Tabanan charge the same land tax as Badung?

No. Badung, Gianyar and Tabanan each set their own land and building tax (PBB) rates.

Is the PBG retribution ever waived in Tabanan?

For low-income households (MBR), yes, by regent regulation. Other owners pay the retribution set by Tabanan's rules.
