The cost of a PBG and an SLF in Bali (biaya PBG dan SLF) comes from four separate items. The PBG retribution is a regional levy set by the regency's own regulation and calculated from the building's value, floor area, type of construction and function. The SLF certificate is free by regulation. The technical work, meaning certified drawings, structural calculations, the audit and test certificates, is paid to professionals. And the service fee covers preparing and following the file. No honest single figure fits every building, which is why we quote each part on its own line.
1. The PBG retribution (retribusi PBG)
The retribution is a regional levy for a specific licence under the law on central and regional finances. Each regency fixes its rates in a regional regulation (Perda), so Badung, Gianyar, Tabanan and Denpasar each have their own. Gianyar, for example, replaced its old IMB retribution rules with a regulation on the PBG retribution. What drives the amount:
- Floor area. The main multiplier.
- Function. A house, a rental villa, a shop or a hotel are weighted differently.
- Construction and complexity. Multi-storey and commercial buildings cost more than a single-storey house.
- Building value. The regulation works from a value of the building set by its own method.
The amount is set after the technical review, and it is paid before the PBG is issued. Some regencies waive it for low-income households; Tabanan does so by regent regulation.
2. The SLF certificate: free
No government fee is charged for issuing an SLF. Be wary of any quote that lists an "SLF fee" without saying what it covers. The real SLF costs are the next two items.
3. Technical work
- Architectural, structural and MEP drawings by a certified architect or engineer, usually priced per square metre or by complexity
- Structural calculations, and a soil report for multi-storey buildings or sloping sites
- Technical audit for the SLF: structure, mechanical, electrical, drainage, safety and lighting, by certified experts
- Test certificates for electrical installations and fire systems
- As-built drawings if the building differs from what was approved, or for an existing building with no plans
- Environmental documents where needed: an SPPL statement, or UKL-UPL or AMDAL for larger projects
4. The service fee
Our fee covers the land and zoning check, the statements and powers of attorney, the SIMBG filing, replies to revision requests and the follow-up until issue. It depends on the building, its stage and the state of the documents, and it is fixed in writing before work starts.
What makes a permit cost more
- Starting construction before the PBG, then fixing the plans afterwards
- Extensions built outside the approved drawings
- Missing land documents, an unregistered lease or heirs who have not signed
- Repeated revision requests caused by an incomplete first filing
Getting a quote
Send the location, the land certificate or lease, the floor area and number of floors, the function and the stage: planned, under construction or finished. For timing, see how long PBG and SLF take. For the document list, see PBG requirements.
