PBG and SLF in Uluwatu, Jimbaran and the Bukit

Building on the Bukit means limestone, slopes and sea views, and that shapes the permit. Expect a soil report, careful attention to the 15 metre height limit and, for larger projects, environmental documents.

Cliff-top villa under construction on limestone in Uluwatu, Bali

A PBG and SLF in Uluwatu, Jimbaran, Ungasan, Pecatu or Nusa Dua are handled by Badung regency, the same government as Canggu, but the projects look different. On the Bukit, plots are often on limestone slopes or near cliffs, buildings are stepped down the hillside to catch the view, and many projects are guesthouses, boutique hotels or large villas. Each of those features adds something to the PBG file, so plan them from the start.

Cost: Badung's PBG retribution follows its own regulation and grows with floor area and commercial function; the SLF certificate is free by regulation. See PBG and SLF cost.

What the Bukit adds to the file

  • Soil report. Required for multi-storey buildings and sloping sites. On a cliff plot, expect it.
  • Structural drawings and calculations. Retaining walls, stepped floors and cantilevered decks need an engineer's design and signature.
  • Height. Buildings in Bali may not exceed 15 metres. A stepped building on a slope is measured carefully, and Badung's public works office has applied the limit to a hotel project in Jimbaran.
  • Environment. An SPPL statement for small projects, UKL-UPL or AMDAL for larger ones, depending on size.
  • Fire safety. A guesthouse or hotel needs a fire safety plan in the PBG file.

Zoning on the coast

Coastal and cliff land is not all open for building. The regency's spatial plan sets what each plot may carry, and protected areas and green belts limit construction close to them. Check the plan for the exact plot during land due diligence, before you pay for a design.

Hotels and guesthouses

Accommodation earns income, so it needs an SLF before the first guest, renewed every 5 years for a non-residential building. The business also needs the right activity code and a licence holder; foreign investors usually use a PT PMA. The SLF audit covers structure, electrical systems, plumbing and drainage, fire protection and access, so build with the audit in mind.

Step by step

  1. Land and zoning check.
  2. Soil investigation, then architectural and structural design by certified planners.
  3. Environmental documents sized to the project.
  4. PBG filed in SIMBG and reviewed by Badung.
  5. Construction to the approved plans.
  6. Technical audit, inspection and SLF.

Questions people ask

Which regency covers Uluwatu and Jimbaran?

Badung. Jimbaran is in the Kuta Selatan district, and Uluwatu, the rest of the Bukit and Nusa Dua are also in Badung, so permits go through Badung's offices.

Do I need a soil report to build on a slope in Uluwatu?

Yes, a soil report is part of the PBG file for multi-storey buildings and sloping sites, which covers most cliff and hillside plots on the Bukit.

How high can I build in Uluwatu?

Buildings in Bali are limited to 15 metres, with exceptions for certain public and special structures. Badung's public works office has applied the limit to a hotel project in Jimbaran.

Does a hotel or large villa need environmental documents?

Depending on size, yes: an SPPL statement for small projects, UKL-UPL or AMDAL for larger ones. These are part of the PBG file.

Does a guesthouse need anything extra?

A fire safety plan in the PBG file, and an SLF before guests arrive, because a guesthouse earns income.
