A PBG and SLF in Denpasar, including Sanur, are handled by the city government, not by a regency. Denpasar's one-stop licensing office (DPMPTSP Kota Denpasar) lists the PBG among its licences, applications go through SIMBG, and the city's requirements sheet adds its own items to the national list: an NIB from OSS and a city plan statement (SKRK, Surat Keterangan Rencana Kota) from the city's public works department. Parts of Seminyak, Kuta and Legian also fall under Denpasar, so check the certificate if your land is near the boundary.

Typical Denpasar projects
- Family houses. A PBG before building, and an SLF that lasts 20 years for a house.
- Shophouses (ruko). Mixed shop and living space, treated as non-residential for the SLF, which then renews every 5 years.
- Boarding houses (rumah kos). Need both a PBG and an SLF, zoning that allows the use, approved structure and sanitation, and fire safety and environmental plans.
- Older buildings. Many city buildings carry an IMB from before the switch. It stays valid for what it approved; renovations and changes of use need a PBG. See IMB and the switch to PBG.
Sanur
Sanur sits inside the city of Denpasar, with villas, small hotels and homes close to the beach. A Sanur villa follows Denpasar's process, and if it earns income it needs an SLF. A small hotel or guesthouse also needs a fire safety plan in the PBG file.

On top of the national PBG requirements, expect:
- An NIB from OSS
- The SKRK city plan statement from the public works department
- The land certificate, identity and tax documents
- Certified drawings and signed statements

Businesses in the city
A shop, café, clinic or office opening in an existing building usually triggers a change of function. That means a PBG for the new use, an SLF before opening and an operating licence that depends on it. Business applicants file through OSS, which is linked to SIMBG.
