SLF is short for Sertifikat Laik Fungsi, which in English means certificate of fitness for use. It is issued after a building is finished, once a technical audit and an on-site inspection confirm that the structure, safety systems and utilities match the approved PBG and are safe for the function the building serves. Without an SLF a building is not supposed to be occupied or operated, even if the PBG was approved years ago.
Cost: the SLF certificate is free by regulation; the audit, test reports and file preparation are quoted separately. See PBG and SLF cost.
Who needs an SLF in Bali
- Rental villas. Any villa offered for short or long stays, including listings on booking platforms, needs an SLF on top of its PBG.
- Boarding houses (rumah kos). Treated as residential with a commercial side, and checked more closely because residents share facilities.
- Hotels, restaurants, spas, shops and offices. The SLF is a condition for their operating licences.
- Houses. A home needs an SLF before it is occupied, and it helps when you sell, insure or borrow against it.
What the audit looks at
A technical audit by certified experts checks the structure, the electrical installation, plumbing and drainage, fire protection, lighting and ventilation, and access. Where the building differs from the approved drawings, the differences are recorded and either corrected on site or brought into a revised approval.
Documents for an SLF
- The approved PBG, or the old IMB for an existing building
- The construction completion report
- As-built drawings showing the building as it actually stands
- The technical audit results and system certificates, such as electrical and fire safety
- The owner's statement of responsibility
Steps
- Building finished and matching the PBG.
- Technical audit and test reports.
- Upload to SIMBG.
- Inspection on site by the regency's technical team.
- SLF issued.
The full stage timing is on how long PBG and SLF take.
Validity and renewal
An SLF lasts 20 years for a house and 5 years for a non-residential building. A rental villa run as a business falls on the shorter cycle, so diary the renewal. A renovation or a change of use means the SLF has to be updated.
Existing buildings without an SLF
Many Bali villas were built with an IMB and never received an SLF. They can still get one: the building is surveyed, as-built drawings are made, the audit is done and any gaps are fixed before the inspection. If the villa was extended without approval, the plans have to be brought up to date first. We sort out which case you are in before you spend money on drawings.
