A PBG usually takes 20 to 45 working days from the start of document preparation to issue, and an SLF 25 to 60 working days, because the SLF adds a technical audit and an inspection on site. Those ranges assume a complete file. In Bali, where weekends and many religious holidays fall outside working days, 45 working days often means two months or more on the calendar. Plan your construction start and your first rental booking around that.
PBG: stage by stage
| Stage | Typical working days |
|---|---|
| Document preparation | 5 to 10 |
| Submission in SIMBG | 1 to 3 |
| Technical review by the regency | 10 to 15 |
| Approval, retribution and issue | 5 to 10 |
| Total | 20 to 45 |
The review is where time is usually lost. Each revision request sends the file back to you, and the clock restarts when you answer.
SLF: stage by stage
| Stage | Typical working days |
|---|---|
| Document check | 5 to 10 |
| Field audit by experts | 10 to 20 |
| Evaluation and recommendation | 5 to 10 |
| Issue | 5 to 15 |
| Total | 25 to 60 |
The SLF cannot start until the building is finished and matches its PBG. If the building was changed during construction, revised drawings come first.
What slows a file down
- Building type. Commercial buildings, apartments, industrial buildings and hotels need more documents and stricter inspections.
- Incomplete documents. A missing statement, an old tax notice, an unsigned drawing.
- Uncertified planners. Drawings must come from a certified architect or engineer.
- Zoning problems. If the plan does not fit the land's zone, no amount of follow-up helps.
- SIMBG errors. Wrong file formats and data entry mistakes cause rejections.
- The office itself. Workloads differ between regencies and through the year.
How to keep it moving
- Check the land and zoning before the architect draws anything.
- Use certified planners and have the drawings checked against the requirements list.
- File complete, once, in SIMBG.
- Answer revision requests within days, not weeks.
- For the SLF, have the building, the as-built drawings and the test certificates ready before the audit is booked.
